Victoria substation

EPCOR is responsible for building, maintaining, and upgrading the electric transmission and distribution system in Edmonton. Part of this system includes substations, which convert electricity from higher voltage power lines (transmission lines) to lower voltages that can be safely distributed to homes and businesses in the area.

Project overview

To continue delivering safe and reliable power to our customers, we are completing upgrades at the Victoria Substation (10530 104 Street NW). There are currently two projects taking place at this substation over the next few years:

Victoria Switchgear Replacement (2026-2030)

Some switchgear equipment at this substation is reaching its end of life and needs to be replaced. This will be completed in stages over the next few years and will mostly take place within the substation buildings.

Switchgear helps to route power throughout Edmonton and protects EPCOR’s electrical equipment from damage during unforeseen events like lightning strikes or downed powerlines.

Victoria Transformer 3 Replacement (2027)

This transformer is reaching its end of life and is planned to be replaced in 2027. The surrounding concrete pad and ducts will also be demolished and rebuilt. The new transformer will be installed in the same place as the existing one.

Transformer Replacement Process 

• Stage 1: Crews will remove the existing transformer and electrical equipment. Some hydrovac use may be required. 

• Stage 2: Crews will demolish and replace the existing transformer base and ducts. This will involve extensive jackhammering and hydrovac use to safely dig around existing substation infrastructure. This will generate noticeable noise and vibration at times. 

• Stage 3: Crews will work to install the new transformer. This will be less noticeable to nearby residents and businesses but may still produce some noise at times. 

• Stage 4: Once installed, crews will connect the new transformer to the substation and energize it. Most of this work will take place within the substation building and little noise will be generated.

These projects are being completed in stages:

  • Spring to Winter 2026: Switchgear civil construction around the annex and main buildings
  • Early 2027: Begin Transformer 3 replacement
  • Spring 2027: Switchgear installation at the annex substation building, continue Transformer 3 replacement
  • Summer 2027: Continue Transformer 3 replacement
  • Late Fall 2027: Complete Transformer 3 replacement
  • 2028: Switchgear installation in the main substation building
  • 2030: Switchgear installation in the main substation building

Construction impacts

No customer power outages are anticipated as part of this work.​

Typical work hours will be Monday to Saturday, 7:30 a.m. – 5:00 p.m. Occasional evening and Sunday work may be required. 

For up to one week during transformer installation, crews and equipment will be working 24 hours per day to fill the new transformer with oil. This equipment will produce a quiet but constant noise, similar to the hum of a generator. 

Our crews and contractors will park vehicles and equipment within the substation property and in public parking areas along 104 Street. At times there will be disruptions to alley access around the substation, but all nearby buildings will remain accessible.

There will be noise and vibration during some stages of this work. The most noticeable will be jackhammering to remove existing concrete, and hydrovac trucks used to safely dig around existing substation infrastructure. We will comply with the City of Edmonton’s Community Standards Bylaw for Noise Control. If it is necessary to temporarily exceed acceptable noise levels, we will work with the City of Edmonton to obtain the necessary permits.

Construction for these projects will take place within the fenced substation yard, in the alley between the annex and main substation buildings, and areas near the annex building fence. All work areas will be safe and secure.
