Reliable utilities for your changing neighbourhood

As Edmonton grows, you can still count on reliable service. EPCOR plans ahead so your service stays safe and reliable, even as new homes and buildings appear.

One way neighbourhoods change is through infill development. This happens when new homes or multi-unit buildings are built in older areas, replacing houses or filling empty lots.

When one home becomes many, demand on utilities can change. More fridges, taps, and toilets all use the same pipes and wires. We check how the system works today and see if anything needs to change to keep your services running smoothly. In some areas, no changes are needed since the system was built to handle more customers than it serves today.

How we plan for growth and infill

We plan ahead to keep utilities reliable as Edmonton grows.

  • Monitor systems to see how electricity, water, wastewater, and stormwater systems are used today and what's needed for the future.

  • Track trends like more efficient water appliances, solar panels, and green infrastructure to predict changes in demand.

  • Build systems the right size to stay reliable and avoid unncessary costs.

  • Design flexible infrastructure that can adapt to new technology and changing needs.

  • Balance affordability and reliability so customers get safe, dependable service at reasonable rates.

  • Maintain strong capital programs and submit rate applications that show how we're responding to growth and changing needs.

How we work together

We work with the City, customers, and industry partners to plan for future utility needs. This helps us decide where upgrades or new infrastructure are needed.

Working with builders and developers

We partner with builders and developers in three main ways. 

  • Review projects together: We look at each project to understand what it means for electricity, water, and wastewater services.

  • Provide clear standards and resources: We share guides like the water and power customer connection guides. We update them often to match changing electrical needs and Canadian code requirements.

  • Update standards as needs change: We keep our plans flexible and update them as technology and customer habits change. For example, we recently updated our water standards to keep up with new construction technology and to reflect how homes and businesses use water today. More green infrastructure like rain gardens help manage flows into the stormwater system. Efficient fixtures and appliances save water and help customers save money. Not every project results in upgrades, as the system was often built to handle more customers than it serves today.

Working with City of Edmonton

EPCOR ensures Edmonton's water and power systems support the growth outlined in The City Plan.

We meet regularly with the City and look at how we can support The City Plan. This City Plan encourages development in mature neighbourhoods and other growth areas.

In March 2025, we supported the City by reviewing capacity for electricity, water, and wastewater in five priority growth areas. Our planning includes:

  • Population projections
  • Changing water and electricity use patterns
  • Strategies for managing heavy rain

Questions and answers

  • Developers pay for servicing and service upgrades to their properties. If the upgrade benefits the wider community, costs are shared. For example, fire protection improvements are funded by developers, customers, and Edmonton Fire Rescue Services together. 
  • The Alberta Utilities Commission reviews and regulates electricity costs to keep them fair for all ratepayers.

Yes. We work closely with developers to coordinate utility needs and upgrades for each project, whether it’s infill or new development. EPCOR designs and operates water and power systems to keep them safe and reliable. We also align with City planning so utilities match community growth.

Contact us early and often. The more we learn about your plans, it reduces the risk of unanticipated costs or delays. 

Before initiating a project, we can share information about existing services and stormwater management requirements. We will sometimes complete other upgrades at the same time to limit construction impacts in the community.

Every development needs an application for water, wastewater, and electricity services. (It may also need telecom and natural gas services, which EPCOR does not provide.)

Before any services are installed, we review and approve plans. Use our Simplified Water Checklist and Plan Submission Checklist as guides for water and wastewater applications. For electricity, the checklist shows what you need before applying.

The answer varies based on many factors that we consider in our planning, including utility needs in the service area and the condition of existing infrastructure. These all contribute differently to overall costs.
