EPCOR is responsible for building, maintaining and upgrading the electric transmission and distribution system in Edmonton. Part of this system includes substations, which convert electricity from higher voltage power lines (transmission lines) to lower voltages that can be safely distributed to homes and businesses in the area.
To continue delivering safe and reliable power to our customers, we are completing transformer upgrades at the Meadowlark Substation, located at 15404 84 Avenue NW. On March 20, 2026 we received approval from the Alberta Utilities Commission and construction has started to replace the first transformer.
Between spring 2026 and early 2031, we will be replacing the three existing transformers with new transformers that will help improve reliability and meet increased demand for power in the area. The new transformers will be replaced in the same location as the existing transformers.
Transformer Replacement Process
The transformers will be replaced over the next five years, starting in spring 2026 and to be completed by early 2031. Each transformer will take approximately 10 months to replace.

Power outages
No power outages are anticipated as part of this work.
Hours of work
Typical work hours will be Monday to Friday, 7:30 a.m. – 5:00 p.m. Occasional evening and weekend work may be required.
For up to one week during each new transformer installation, crews and equipment will be working 24 hours per day to fill the new transformers with oil. This equipment will produce a quiet but constant noise, similar to the hum of a generator. All required permitting will be in place prior to work starting.
Traffic
Our crews and contractors will park vehicles and equipment within the substation property and along the building when possible. There may be times when they need to use public parking areas along 84 Avenue.
Noise and vibration
Residents will experience noise and vibration during some stages of this work. The most noticeable will be jackhammering to remove existing concrete transformer bases, and hydrovac trucks used to safely dig around existing substation infrastructure. We will comply with the City of Edmonton’s Community Standards Bylaw for Noise Control. If it is necessary to temporarily exceed acceptable noise levels, we will work with the City of Edmonton to obtain the necessary permits.
Safety
Construction for this project will take place within the fenced substation yard. There may be equipment and materials in areas along the substation building. All work areas will be safe and secure. All construction activities will be in accordance with the City of Edmonton bylaws, Occupational Health & Safety requirements, and EPCOR’s strict health, safety and environment procedures and guidelines.

Alberta’s electrical system is regulated by the AUC. The AUC is an independent quasi-judicial agency that ensures that the delivery of Alberta’s utility service takes place in a manner that is fair, responsible and in the public’s interest.
