Project overview

On March 12, 2020, EPCOR received approval from the AUC to proceed with the Upgrades to the Garneau Substation Project as part of the West Edmonton Transmission Upgrade Project (Decision 23943-D01-2020).

The approved project includes:

  • Replacing the three existing transformers. Two of the new tr​ansformers will be replaced in the same location as the existing transformers, while the third transformer will be moved further west to allow for safe access to the equipment during construction and for maintenance.
    • ​Transformer 1 replacement has been completed,
    • Transformer 2 replacement is planned to be completed by Summer 2023, 
    • Transformer 3 replacement is planned to be completed in Spring 2024. ​
  • Expanding the substation yard. To accommodate the relocation of the new transformer, the substation yard will need to be expanded. This will involve removing the EPCOR-owned house directly west of the substation and expanding the fence line by approximately 10 metres by 36 metres. Completed
  • Replacing the existing fence. To improve security around the substation, we will also be replacing the existing six-foot fence with a new eight-foot fence. The new fence will look similar to the existing fence. Completed
Construction details

All work will be completed on EPCOR property within a temporary fenced area of the Garneau Substation. During construction, residents can expect to see vehicles and equipment entering and exiting the substation.

EPCOR does not anticipate any power service interruptions as a result of this work.

Residents will experience noise typical to construction as various equipment and trucks will be used for material delivery, excavation, equipment installation and surface restoration. We will comply with the City of Edmonton's Community Standards Bylaw for Noise Control. If it's necessary to temporarily exceed acceptable noise levels, we will work with the City of Edmonton to obtain the necessary permits.

Affected landscaping, pavement and sidewalks within the work area will be restored to their original condition when weather permits.

Traffic accommodations

  • No permanent road closures will be required for the duration of this construction work. Access down 85 Avenue between 112 Street and 111 Street may be limited during some stages of construction.
  • Temporary lane closures to accommodate the movement of equipment in and out of the substation site may be required. These closures will be done in accordance with the City of Edmonton OSCAM permitting system.
  • Flag people will be used to direct the public during equipment deliveries.

The Garneau substation converts electricity from higher voltage power lines (transmission lines) to lower voltages that can be safely distributed to homes and businesses in the area. This conversion is done using a transformer.
