The ACC approved a System Improvement Benefits (SIB) mechanism for the Arizona wastewater district, to recover a return on and of net investments made between rate cases for pipe and manhole replacement and rehabilitation.

As a regulated utility, rates for your wastewater service are approved by the Arizona Corporation Commission (ACC). On June 13, 2017, the ACC voted to approve the consolidation of the Agua Fria, Anthem, Mohave, Sun City and Sun City West wastewater districts, phased in over five years and ultimately bringing EPCOR wastewater customers to the same price for the same service, no matter where they live.
New rates were effective July 1, 2017 and have been phased in each July over 5 years. The final phase in the five-phase process went into effect July 1, 2021. We understand this is a change for some of our districts, which is why rates have been gradually phased in to help customers in areas where rates will increase while still providing immediate relief to customers where rates are significantly higher.

As a customer of a regulated utility in Arizona, you will see the "ACC Regulatory Assessment Chrg" on your bill each month. This charge is adjusted each year and applies to both residential and non-residential customers. Included in the fees for those services is an assessment fee that all regulated utilities in Arizona pay to support the operational costs of the ACC and the Residential Utility Consumer Office (RUCO).
