Only customers with approved EPCOR accounts, an access number, and a PIN can use the standpipe.
You will use two numbers to access the kiosk:
Both were provided by email and mail. If you need help finding them, please email mywater@epcor.com.
The system will automatically stop the flow when the amount you selected has been reached.
The standpipe uses a 3-inch camlock fitting. If your equipment requires an adapter, you can purchase one online or through a local supplier.
We bill monthly for the previous month’s usage and your monthly service charge. Rates are approved by the Arizona Corporation Commission.
For a full breakdown of Rio Verde Foothills rates, including Full Service and Standby Service, visit the Rates page.
You are welcome to use any insured hauler you choose, including:
Dynamite Water
Rio Verde Water
Water Express
We cannot recommend one company over another.
Your EPCOR bill will show the water purchased under your PIN. Your hauler will bill you separately for hauling.
If you plan to haul your own water:
You will need a gate code.
You will receive it after completing a short, safety required orientation.
Email mywater@epcor.com to set up your self-hauling access.
If you share a tank with neighbors:
Each property needs its own EPCOR account.
Everyone sharing a tank must be in the same service type (Full or Standby).
Water purchased under a shared PIN will be billed to the PIN owner.
We know shared tanks can be complex, so if you need help understanding how your setup works, please reach out to mywater@epcor.com.
Water purchased at the standpipe may only be used for approved, eligible properties. Sharing or transporting water outside the community—or to properties that are not approved—violates ACC rules.
Accounts exceeding twice the median residential usage for two consecutive months risk disconnection.
We understand that some customers may have higher water needs—for example, if you have livestock. If this applies to you, please contact us. We’re happy to review your specific situation, and we may be able to adjust your usage limits.
Eligibility is tied to your parcel’s APN. If your parcel changes due to a lot split, your eligibility may also change.
When a property sells, eligibility transfers to the new owner.
You may have reached the monthly usage limit or need a PIN reset. Email mywater@epcor.com and we will take care of it.

Service is available only to residents and property owners who enrolled through the required application process. As a regulated private utility, EPCOR followed the Arizona Corporation Commission’s decision issued December 12, 2023, which established the eligibility criteria, enrollment deadlines, and process for Rio Verde Foothills residents to receive permanent standpipe service.
The Commission’s decision allowed:
Residents with occupied homes as of December 12, 2023, and
Up to 150 property owners who paid the hook-up fee.
All applications were required to be submitted by June 1, 2024.
Because we received more than 150 applications, EPCOR held an online lottery on October 21, 2024, to ensure a transparent and equitable selection process. Property owners were randomly selected, with real-time announcements shared during the event. A total of 150 applicants who applied by the June 1 deadline were chosen. Lottery winners were required to pay the hook-up fee within 45 days of billing.
Yes. It is your responsibility to maintain adequate insurance for your vehicle and hauling equipment.
