The Rio Verde Foothills Water Fill Station is now fully operational, providing a safe, reliable water source for residents with established accounts. This milestone closes a chapter of water uncertainty and fulfills EPCOR’s commitment to build, own and operate a long-term water solution for the unincorporated community.
The project was authorized by the Arizona Corporation Commission (ACC) in 2023 and completed in December 2025. The ACC decision established eligibility requirements and an application process that closed June 1, 2024.

Service is available only to those residents and property owners who enrolled through the application process. As a regulated, private utility, EPCOR adhered to the Commission’s decision issued December 12, 2023, which set forth the requirements, enrollment deadline(s) and process for Rio Verde Foothills residents to receive permanent standpipe service.
The Commission’s decision also stipulated that Rio Verde Foothills residents with occupied homes as of December 12, 2023, along with up to 150 property owners who paid the hook-up fees, would be eligible for standpipe service. The application deadline was set as June 1, 2024, per the decision.
Property owners who did not have occupied residences as of December 12, 2023, also had to apply by June 1, 2024, for one of the 150 available spaces. Because we received more than 150 applications, we conducted an online lottery on October 21, 2024, to ensure a transparent, equitable approach for all applicants. During the lottery, we shared real-time announcements as property owners were randomly selected. A total of 150 property owners who had applied by June 1, 2024, were chosen to receive standpipe service. Lottery winners were required to pay the hook-up fee within 45 days of billing.
Yes. EPCOR provided customers with established accounts a unique access code and pin number for standpipe water purchase transactions only. This information was mailed and emailed to customers along with Water Haulter Authorization forms.
Yes, if you established your account during the enrollment period. No new applications are being accepted.
No. The ACC decision did not allow re-draws.
The $24,000 hook-up fee applied only to properties without occupied homes as of December 12, 2023. The deadline to pay was December 16, 2024.
Yes. Service approval is tied to the property’s Assessor Parcel Number (APN) and transfers with the property.
It’s a dedicated facility where private and state-licensed haulers can access and purchase potable water that meets all federal and state drinking water standards. Water is dispensed through an automated kiosk, similar to a vehicle-filling station. The Standpipe is only available to residents with established EPCOR accounts. Residents are free to choose the hauler of their choice

Yes. EPCOR owns, operates and maintains the standpipe and related infrastructure to ensure a sustainable water supply for the community.
Yes. All customers are free to use any hauling service they like, including self-haul, provided the hauler is properly insured. EPCOR is aware of three water haulers for the community — Dynamite Water, Rio Verde Water and Water Express. We cannot recommend one hauler over another.
A feasibility study determined that routing trucks through Fountain Hills posed safety risks near a school and daycare. For that reason, the standpipe was built at its current location.
No. Water for the standpipe comes from EPCOR’s long-term storage credits and agreements tied to Verde River water. This ensures reliability without impacting existing customers.
The current standpipe design reflects the number of enrolled customers and ACC requirements. Any future changes would require regulatory approval.

Yes. EPCOR uses long-term storage credits and agreements tied to Verde River water to supply the standpipe. This ensures a sustainable source without impacting existing EPCOR customers. The Arizona Department of Water Resources (ADWR) has also confirmed that the regional aquifer can meet long-term demand, but EPCOR is relying on surface water for this facility.
Approximately 150-200 acre-feet per year, based on ACC-approved design and enrollment.
No. Water purchased under an EPCOR account must only serve the approved property. Sharing water outside the community or with non-approved properties violates ACC rules. EPCOR monitors usage and will notify customers of potential violations. Accounts exceeding twice the median residential usage for two consecutive months risk disconnection.
Yes, but it requires a Notice of Intent filed with the Arizona Department of Water Resources (ADWR). EPCOR does not manage this process.
You may use licensed water haulers or explore well drilling options through ADWR and Maricopa County. EPCOR is aware of three haulers serving the area: Dynamite Water, Rio Verde Water and Water Express. We do not recommend one hauler over another.
Customers in the Rio Verde Foothills have typically used about 3,200 gallons per month. Actual usage will vary by household and will be reflected in monthly billing.
Your bill depends on your service type and water usage. Approved residents were placed in one of two categories:
EPCOR’s rates for service are reviewed and approved by the ACC. The ACC approved an initial rate of $16.28 per 1,000 gallons, billed by the gallon, subject to adjustment once costs are reviewed. Rates approved by the Arizona Corporation Commission (ACC):

Customers may switch between Full and Standby service once every 13 months.
The first bill will arrive in January 2026, covering the initial month of service.
Customers can pay online, enroll in AutoPay, mail payments, or contact Customer Care to set up arrangements.
Customers or tank managers will receive a bill from EPCOR for the water purchased with access codes and pins monthly. The bill will include a base monthly service charge plus water purchased. Water haulers will bill you for hauling separately.
Yes. It is your responsibility to maintain adequate insurance for your vehicle and hauling equipment.
You must use your Access Code and PIN number that you received via email or mail. These codes authorize you or your hauler to access and purchase water from the kiosks.
The site includes traffic flow signage and designated fill areas to keep operations safe. Please follow posted rules and avoid blocking access roads.
