Proposed water rate update in Harmony

What you need to know

EPCOR is applying to the Alberta Utilities Commission (AUC) for approval to gradually increase Harmony’s water rates by 10% for 2026 and again in 2027. These changes will help fund infrastructure upgrades needed to serve a growing community — while keeping water service affordable and reliable. This filing applies to water services only. A separate filing for wastewater rates will be announced between 2025-6.

Why are we proposing a change?

  • Harmony is growing — fast. A 40% increase in population is expected year-over-year in 2026 and 2027. 
  • Infrastructure needs to grow alongside the community to maintain service quality.
  • The proposed changes are intended to better reflect the current cost of delivering safe, reliable water.
  • EPCOR is proposing a gradual, phased approach — and we’re covering a portion of the increase to help reduce the impact on customers.

What’s next?

  • EPCOR will file a formal application with the AUC by the end of August 2025.
  • The AUC will lead a public consultation in Fall 2025.
  • If approved, new rates would take effect in 2026.
  • EPCOR will keep you informed as the process takes shape.
