Lead service line inventory

To address lead in drinking water, public water systems were required to develop and maintain an inventory of service line materials by Oct 16, 2024. Developing an inventory and identifying the location of lead service lines (LSL) is the first step for beginning LSL replacement and protecting public health.

After completing the required service line inventory, EPCOR identified no lead service lines, galvanized lines requiring replacement, unknown material service lines, lead connectors, or connectors of unknown materials in the water system. The inventory was completed by October 16, 2024, as required, and submitted to state drinking water regulators. EPCOR used multiple evaluation methods to make this determination, including but not limited to:

  • County tax assessor records, parcel data, aerial imagery, etc., to determine if the actual building/home construction date occurred after the 1988 state ban on lead materials. All home and building construction occurring after 1988 is deemed by regulators to be free from lead materials (e.g., pipes, fittings, solder, etc.);
  • Internal engineering and construction record drawings and design reports, internal engineering standards, capital improvement records, and internal service line repair/replacement records;
  • Distribution system electronic GIS records;
  • Previously developed Lead and Copper Rule Tier 1, Tier 2, and Tier 3 distribution system site sampling maps;
  • Field/visual investigations during meter change-outs; and
  • Customer self-assessments.
