EPCOR Completes P3 Project for Clovis Regional Airport

​​​​For years, the Clovis Regional Airport (CVN) had relied on an isolated single water well that had been at risk of failure and putting the airport’s ability to continue normal operations. As the closest airport to a community of over 100,000 residents, the airport is a critical part of more conveniently accessing the city and nearby Cannon Air Force Base.

To avoid disruption to airport operations, Clovis officials advocated for a state grant to identify and partially fund an expansion project to connect the airport to the EPCOR’s existing infrastructure. The City was ultimately awarded a $2.1M grant and pledged to provide an additional $500,000 towards the project. EPCOR was selected as the partner company for constructing a 3.8-mile-long water pipeline to connect the airport’s water system to the one serving the City.​

The private-public-partnership (P3) project broke ground in August 2022 and was completed in March 2023, nine months ahead of when the state funds had to be utilized. 

“We are pleased to announce the completion of this critical water infrastructure project that greatly enhances reliability of the regional airport,” said Daniel Bailet, Vice President and General Manager of EPCOR’s New Mexico operations. “The City was instrumental in securing funding for this project, and we look forward to working on many others in the coming years to improve access to water in the region.”
