​On August 31, 2015, we filed an application with the BC Comptroller of Water Rights to revise the Contribution in Aid of Construction (CIAC) charge applicable to developers or new customers applying to become part of the French Creek water utility.

On September 9, 2015, the new rate was approved on an interim and refundable basis by the BC Comptroller of Water Rights in Order No. 2429. The new CIAC charge reflected costs borne by EPCOR to expand waterworks capacity for the benefit of developers or new customers.

The charge came into effect on September 1, 2015 and is collected by EPCOR when new development applications are received.

About the updated charge

EPCOR added new well capacity in French Creek to meet current demands and accommodate expected future growth from developers and new customers. This work was approved by the BC Comptroller of Water Rights in Order 2421. As a result of this work, the total well capacity increased. In this application, we sought to recover the cost of adding this well capacity from developers and new customers.

The regulatory process

The new CIAC charge will remain interim and refundable, subject to a final decision by the Comptroller of Water Rights.

About Contributions in Aid of Construction charges

EPCOR collects Contributions in Aid of Construction ("CIAC") charges when we receive applications from developers or new customers applying to become part of the French Creek water utility. CIAC charges are one-time charges that are collected to cover the costs incurred by the utility to provide water service to additional units which use, or may use, waterworks capacity in the future. We collect these charges in accordance with Schedule B of our Water Tariff (No. 4).

Interim refundable rates

Rates approved by the Comptroller are charged on an interim (temporary) and refundable basis until final rates have been determined through a regulatory proceeding.
