Overview

When facing the challenge of implementing new LED streetlight technology, the City of Lethbridge called on the experience and efficiency of the EPCOR Technologies team to get the job done.

Challenge 

In 2012, the City of Lethbridge had developed an ambitious plan to convert all their streetlights to energy efficient LED technology. After developing an acceptable LED streetlight specification, the City was looking to test the technology on a broad scale. Lethbridge initially selected a single product supplier for an initial deployment of ~4700 luminaires to be implemented throughout 2013. The City then needed to go out to the market to find a competitive contractor who could cost-effectively complete their first phase of LED streetlight luminaire retrofitting.

Solution

EPCOR Technologies beat out 10 other contractors for the contract to install the 4700 luminaires across the City.  Utilizing multiple simultaneous crews of experienced Journeymen electricians, EPCOR Technologies was able to mobilize to Lethbridge and perform the installations in an expedited manner. EPCOR technicians still had time to assess the state of existing streetlight infrastructure and trouble shoot deficiencies such as crossed or worn wiring from the initial construction activities. Having experienced trades on the job allowed EPCOR Technologies to suggest solutions and efficiently solve problems.

The speed in which phase one was completed allowed the City to move forward with the retrofit of the remaining 7500 streetlight luminaires. Having only qualified one LED luminaire supplier for the first phase of deployments, Lethbridge wanted to explore additional suppliers for the larger second phase. EPCOR Technologies was contracted to review the existing technical specification for accuracy and improvements prior to the City distributing a revised RFP to the market. EPCOR Technologies' engineering team drew on its experience and knowledge of industry best practices in making several recommendations for improvement. EPCOR Technologies was also engaged to perform the technical evaluation of the photometric performance of each submissions compared to Lethbridge's existing LED luminaire.

With the material selected in June 2013 the City could move forward with its final phase of LED streetlight retrofitting by the end of 2013. When the installation work was put out to competitive tender EPCOR Technologies was again confirmed as the successful proponent. We look forward to drawing on our experience in successfully completing the remaining retrofit work before the end of 2013.
