​Project overview

This project involves constructing approximately 9.5 km of above-ground 72 kilovolt (kV) transmission line from the Poundmaker Substation (18944 105 Avenue) to the Meadowlark Substation (15404 84 Avenue), as well as modifications to both the Meadowlark and Poundmaker Substations. The project was approved by the Alberta Utilities Commission on March 12, 2020 (Decision 23943-D01-2020). ​

The majority of the construction is expected to be completed by the end of 2021. Work at the substations is expected to be completed in early 2022 and the new facilities will be completed and operating in April 2022.

​Construction work and timeline

In late summer, you will see EPCOR contractors begin the last phase of the project. This phase involves stringing the transmission/distribution cables and fibre optic cable on the new power poles.

To minimize disruption to traffic, the cables will be strung in stages. Locations where the stringing will occur will have construction equipment on site and may require temporary lane or sidewalk closures. Temporary laydown areas will be setup as needed. Power outages may be required during certain construction activities. You will be provided with notice of any planned power outages in your area.

Additionally, work will continue on the existing power distribution system at various locations in your area to accommodate the project. This may involve activities such as installing or removing temporary poles, stringing or removing wires, line transfers and installing new pole mounted transformers.

Typical hours of construction will be from 7:00 am to 9:00 pm, Monday to Saturday. If required, these hours may be extended, and construction may occur on Sundays from 9:00 am to 7:00 pm.​

Some areas will require temporary lane closures. Typically, these closures will not last longer than two days for each location and will have signage in place to direct traffic.​

Power outages

While we are taking steps to limit the number of power outages, customers may experience a power outage as a result of this work. If you are impacted by a planned power outage, you will receive advanced notice.


This work will be noisy at times and involve the use of hydrovac trucks, drilling rigs, large trucks, cranes and heavy machinery. We will comply with the City of Edmonton's Community Standards Bylaw for Noise Control. If it is necessary to temporarily exceed acceptable noise levels or work outside of typical construction hours, we will work with the City of Edmonton to obtain the necessary permits.​
