Tawa Park Drainage Improvements is a flood mitigation project involving the construction of a dry pond and sewer improvements in the Tawa, Hillview and Weinlos neighbourhoods. Piping will be upgraded along 34 Avenue, 58 Street, 28 Avenue and 49a Street, as well as constructing a dry pond in Sister Mary Ann Casey Park, just east of the Grey Nuns Community Hospital.

This project was developed as a result of the July 2012 storm events. It will mitigate flood impacts for up to 1-in-100-year rainfall events for the neighbourhoods of Tawa, south Hillview and the west portion of Weinlos.

Project Details

​Phase one: Dry pond

To facilitate work in Tawa Park, trees in the area were relocated in the fall of 2015. The need for preservation was recognized for the trees in Tawa and every effort made to replant them in nearby surrounding communities. New landscaping will be completed at the end of the project.

Pond details:

  • The dry pond will be 3 to 5 meters deep and will cover most of Sister Mary Ann Casey Park
  • The pond is designed to only hold water during severe rainfall events
  • The side slopes will be shallow to allow easy access to recreational spaces at the bottom of the pond
  • Both soccer fields will be restored along with the walking paths, open green space and a sliding hill

Phase two: Pipe upgrades

Conveyance improvements / piping upgrades are scheduled to begin in summer 2017. Construction will be sequential and scheduled with dry pond construction in a way that will maintain daily vehicle access for residents.

EPCOR Drainage Services

Whissell Contracting Limited has been contracted by EPCOR Drainage to perform work in your neighbourhood.

The work will involve the installation of new storm sewer pipes and upgrading the storm sewer system along 28 Avenue. The work will also include installation of an underground concrete vault at the intersection of 28 Avenue and Youville Drive, and connecting it to the new and existing storm pipes.

Once construction has finished, restoration will be completed for pavement, curbs, sidewalks, trees and landscaping. 

EPCOR Water

EPCOR Water's contractor will be completing water system modifications in the area in relation to EPCOR Drainage's construction. Some customers may require temporary water service while construction is in progress. You will receive a notice directly from EPCOR Water's contractor if temporary water is required for your property.

Traffic Accommodation

 Work Site #1

While this work is underway:

  • No left hand turns from 28 Avenue onto  55 Street/Youville Drive, except for the Edmonton Police Service.
  • Westbound traffic on 28 Avenue will be reduced to one lane approaching Youville Drive/55 Street.
  • North or southbound traffic on 55 Street/ Youville Drive will not be allowed to cross  28 Avenue.
  • The crosswalks on the east and west side of Youville Drive/55 Street across 28 Avenue will be closed.
  • A temporary staging area for equipment and material will be located on the northwest corner of Youville Drive and 28 Avenue.

Work Site #2

While this work is underway:

  • No left hand turns from 28 Avenue onto 55 Street/Youville Drive, except for the Edmonton Police Service.
  • Westbound traffic on 28 Avenue will be reduced to one lane approaching Youville Drive/55 Street.
  • North or southbound traffic on 55 Street/Youville Drive will not be allowed to cross 28 Avenue.
  • The crosswalks on the east and west side of Youville Drive/55 Street across 28 Avenue will be closed.

Work Site #3

While this work is underway:

  • The eastbound lanes on 28 Avenue between Youville Drive/55 Street and 50 Street will be closed.
  • The westbound lanes on 28 Avenue between Youville Drive/55 Street and 50 Street will be used for two-way traffic to accommodate traffic heading east.
  • All crosswalks in the area will be open.

Safety

Safety The construction areas will be fenced and/or marked as restricted areas. We will take every precaution to ensure public safety, and we request your assistance in keeping children and pets a safe distance from the construction site and the equipment.

Timeline

The work is scheduled to begin the week of October 1 and is expected to be completed by the end of November, weather permitting.

The hours of construction will be 24 hours a day, 7 days a week Monday to Sunday.

EPCOR will do everything possible to manage noise associated with the construction. We will work to ensure that the construction is completed within the requirements of the City of Edmonton Noise Bylaw.
