What is the Rate of Last Resort?

In Alberta, we have what's referred to as a deregulated electricity market, which means that you have the freedom to choose an energy retailer for your utilities.

Those who do not have a plan with a competitive retailer (like Encor) are automatically placed on the Rate of Last Resort (RoLR), formerly known as the Regulated Rate Option (RRO).

The RoLR replaces the fluctuating month-to-month RRO rate. It’s designed to give households stability, but it’s also considered a default or “last resort” rate. For some Albertans, EPCOR is the RoLR energy supply provider and the rate they receive is based on the fixed rate that has been reviewed and approved by the Alberta Utilities Commission. The average RoLR from January 1, 2025 until December 31, 2026 is 12.03 cents/kWh.

Many Albertans are unaware that they have options to switch to a competitive plan that could offer more benefits, like lower rates and additional perks.

How do I know if I’m on the RoLR or a competitive energy plan?

Many people don't know that they are on the RoLR, and don’t realize they could be getting the same energy at a lower rate by making the switch to Encor by EPCOR.

To confirm what rate you're on, look at your bill, you will see the terms “Rate of Last Resort” or “RoLR.”
