Sooke

A new wastewater collection and treatment system is now protecting Sooke Harbour in B.C. EPCOR delivered the project on budget and ahead of schedule.


The Sooke wastewater treatment facility 

The 8,700 residents of Sooke, located 34 km west of Victoria, faced a $24 million capital and operating expenditure to create the community’s first sewer system and wastewater treatment plant using traditional tendering methods. An EPCOR-led project team was able to propose a $17 million solution. Based on this, the District elected to use some of the cost-savings to expand the project’s design capacity. The EPCOR-led team completed the $22.9 million project six months ahead of schedule. The expanded system was delivered at a savings of over $150 per resident from the original estimate.

In November 2007, The Canadian Council of Public Private Partnerships named the District of Sooke and EPCOR as recipients of the C.W. Chuck Wills Award (28KB pdf) for the 2007 National Awards for Innovation and Excellence in Public-Private Partnerships.


Project Highlights

  • The service includes a 27 km collection system, 3 pump stations, 1.7 km long x 30 m deep outfall, and a 3000 m3/day secondary wastewater treatment facility.
  • Secondary sewage treatment removes 90% of total suspended solids and high levels of other contaminants, providing significant environmental benefits.
  • Capital cost was $22.9 million, including an $11.6 million grant from the Canada-B.C. Infrastructure program.
  • The project was approved by District Council following an extensive public consultation process and community referendum.
